The power management default in the BIOS is to NOT power-up automatically when power is restored. This is to protect against possible power-surges, and rolling brownouts or blackouts. Instead, an administrator must manually power-up the appliance.
If you feel you must change this setting (perhaps for a remote appliance where someone will not be able to readily power it up) you may enter the BIOS setup (by pressing the Del key during boot-up), and under Power Management Setup look for the setting called PWRON After PWR-Fail. Set this to Former-Sts.
