If many deferred messages are going to the internal mail server, investigate the "KeepOpen" option at:
Mail Delivery > Routing > Mail Routing
For Example:
This option, when enabled, forces inbound mail to never be deferred and remain in the active queue. If there is a transmission problem with just one email all messages going to that domain will be deferred. However, since mail delivery to the internal mail server should be reliable, enabling the option is recommended.
Note: this option is not enabled when upgrading from a software version prior to v6.x
